ECPAT- International was started as a campaign led by concerned individuals seeking to highlight sexual exploitation of children in tourism in Asia. In 1996 as a culmination of their campaign, a World Congress against Commercial Exploitation of Children (CSEC) was convened in Stockholm, and the representatives of the 122 governments that attended the congress adopted a declaration and the Agenda for Action.

This took into account commercial sexual exploitation in all its forms and in all regions, whereas previously it had been confined to sex tourism in Asia.
